Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India seeking a Writ of Mandamus directing the 7th respondent - PSG College of Arts and Science, Coimbatore, to forthwith permit the petitioner to continue his B.Sc., (Electronics) course without any obstruction, allow him to attend ongoing and future classes, internal assessments and examinations, and release his withheld first semester results and consequently, directing the respondent Nos.1 to 3 to consider the petitioner's representation, dated 26.09.2025 and 17.10.2025 to issue suitable instructions to the 7th respondent College to ensure that legally registered Sri Lankan Refugee student, the petitioner is not subjected to discrimination or arbitrary obstruction in education. ORDER

This Writ Petition is filed for a direction to the seventh respondent to permit the petitioner to continue his B.Sc., (Electronics) course without any obstruction and allow him to attend ongoing and future classes, internal assessments and examinations and release his withheld first semester results and consequently, direct the respondent Nos.1 to 3 to consider the petitioner's representation, dated 26.09.2025 and 17.10.2025 and to issue suitable instructions to the seventh respondent College.

2. When the matter is taken up for hearing, the learned Counsel for the petitioner would submit a copy of the communication, dated 03.12.2025. The said communication is by the Commissioner for Rehabilitation and Welfare of Non-Resident Tamils, Chepauk, Chennai. From the said communication, by referring to the G.O.(Ms).No.1832, dated 31.10.2025, it has been held that the petitioner is entitled to continue his education in India being the Sri Lankan refugee and it is also further ordered that the College can release his first semester results and permit him to continue his education.

3. In view of the specific stand taken by the Government and since it is pleaded that the petitioner is entitled to continue his education, this Writ Petition is disposed of on the following terms:- (i) As per the communication, dated 03.12.2025 of the third respondent, the seventh respondent shall forthwith permit the petitioner to rejoin the petitioner and permit him to continue the course from the stage in which it is permissible as per the Rules;

(ii) The authorities shall act on the web-copy of the order without waiting for a certified copy of order; (iii) There shall be no order as to costs.
