For Petitioner :

Mr.R.Krishnan For Respondents : Dr.K.Kannan Senior Panel Counsel

ORDER

This writ has been filed challenging the rejection slip dated 14.11.2025 issued by the fifth respondent thereby rejecting the petitioner's candidature to the post as notified in the notification.

2. The respondents issued notification dated 05.09.2024 for recruitment to the post of Constable (GD) in CAPFs, SSF, Rifleman (GD) in Assam Rifles and 2/7

Sepoy in NCB-Examination 2025. The petitioner applied for the said post and he also cleared the written and physical examination. When the petitioner was called for medical examination and document verification on 14.11.2025, the petitioner appeared with all required documents. However, the petitioner's candidature was rejected on the ground that the petitioner failed to produce original caste certificate and also domicile certificate.

3. Learned counsel for the petitioner submits that originally the petitioner belongs to Vellore District and thereafter, Vellore District has been trifurcated as Vellore District, Tirupattur District and Ranipet District as per G.O.Ms.No.430 dated 12.11.2019. The petitioner's Aadhaar Card still shows as Vellore District. At the time of filing of the application, the petitioner uploaded the documents which are issued in the erstwhile district of Vellore. During certificate verification, the petitioner produced OBC issued by the Tahsildhar, Vaniyambadi, Tirupattur District. The petitioner also produced the community certificate which was issued by the parent district, Vellore. Therefore, the respondent rejected the candidature of the petitioner.

4. Now the petitioner obtained community certificate from Tirupattur District and also produced before this Court. However, the petitioner also produced domicile certificate as he belongs to Tirupattur District. Further, as far as the State of Tamil Nadu is concerned, no separate vacancy was earmarked for any candidate from any particular district. In such circumstances, erroneous mentioning of domicile district would not in any way pre-judicial to the petitioner's candidature for the said post. The qualification for being appointed as a Constable is Higher Secondary Course. Therefore, the mismatch between the domicile claimed by the petitioner's and the domicile certificate cannot be put against the petitioner and no prejudice would be caused either to the department or to the other candidates.

5. In view of the above, impugned rejection slip cannot be sustained and liable to be quashed. Accordingly, the rejection slip dated 14.11.2025 is quashed. The respondents are directed to permit the petitioner to participate in the further stages of selection process by considering his candidature is in order and the certificate produced by the petitioner in respect of the community as well as domicile as correct working. Further, the respondents are directed to conduct 4/7

certificate verification and medical examination to the petitioner, within a period of one week from the date of receipt of a copy of this order.

6. With the above directions, the writ petition stands allowed. No costs. Consequently, WMP No.50763 of 2025 is closed. 24.11.2025 Speaking (or) Non Speaking Order mrn To 1.The Directorate General, CRPF, (Recruitment Branch), East Block-7, Level-4, Sector-1, R.K.Puram, New Delhi-110066.
