Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the respondents 1 and 2 to consider and dispose the petitioner's representation dated 01.05.2025 within a time frame fixed by this Court.

The petitioner is a retired Deputy Manager, Vigilance of the Tamil Nadu Civil Supplies Corporation, Chennai. The petitioner would submit that he came across several illegalities and irregularities committed by pawnbrokers, who failed to follow the Tamil Nadu Pawnbrokers Act and Rules, 1943. As a whistle blower, he submitted numerous complaints in respect of the illegalities to concerned authorities, but all his efforts ended in vain. 2/6

2. The petitioner would submit that the illegalities are widespread and systematic all over the State. Hence, he initiated "PRO BONO PUBLICO" litigation for the benefit of public at large before this Court in WP.No.3361 of 2022 and the same is still pending consideration. It is the case of the petitioner that even after filing of the said PIL, the violation continued unabated. The petitioner obtained several records from 21 Taluk Officers across Coimbatore, Tiruppur and Erode Districts through the Right to Information Act, 2005, which reveals grave statutory violation by pawnbrokers, particularly the 4th respondent herein.

3. Therefore, the petitioner made a complaint against the 4th respondent before respondents 1 and 2 on 29.04.2025, based on the information received by him under the RTI Act. Thereafter, once again the petitioner made a complaint before the authorities on 01.05.2025. However, no steps have been taken in this regard. Therefore, the petitioner is before this Court.

Considering the facts and circumstances of the case and the fact that the petitioner's representation dated 01.05.2025 has not been considered to date, this Court is inclined to allow the writ petition. Accordingly, this writ petition is allowed and the respondents 1 and 2 are directed to consider the petitioner's representation / complaint dated 01.05.2025 and dispose of the same, within a period of 1 month from the date of receipt of a copy of this order.
