ORDER

This writ petition has been filed challenging the impugned order dated 23.07.2025 passed by the second respondent rejecting the petitioner's application dated 23.07.2025 seeking for issuance of patta in his name for the property morefully described in the affidavit filed in support of this writ petition.

2. The petitioner has challenged the impugned order on the ground that the impugned order is a non-speaking order.

3. Mr.C.Jaya Prakash, learned Government Advocate, accepts notice on behalf of the respondents.

4. As seen from the impugned order, no reasons have been given by the second respondent for rejecting the petitioner's application dated 23.07.2025. Hence, the impugned order is a non-speaking order, and on that score, necessarily, the impugned order will have to be quashed and the matter will have to be remanded back to the first respondent for fresh consideration on merits and in accordance with law on the petitioner's on-line application dated 23.07.2025 seeking for issuance of patta in his name.

5. Accordingly, the impugned order passed by the second respondent is quashed and this writ petition is disposed of in the following manner:- (a) The matter is remanded back to the first respondent for fresh consideration of the petitioner's on-line application dated 23.07.2025 seeking for issuance of patta in his name in respect of the property morefully described in the affidavit filed in support of this writ petition.

(b) In case if the first respondent decides that the __________Page 3 of 5

petitioner is not entitled for issuance of patta in his name, the first respondent shall give reasons for rejecting the petitioner's application.

(c) The aforesaid exercise shall be completed by the first respondent within a period of 12 weeks from the date of receipt of a copy of this order.
