ORDER

By consent of both parties, this writ petition is taken up for final disposal in the admission stage itself.

2. This petitioner, seeks for a direction, directing the first respondent to register the birth of the petitioner's minor son K.Yuvaraja and for issue birth certificatefor the said registered birth, in view of considering the petitioner's representation dated 06.10.2025 and 11.11.2025.

3. WMP.No.52572 of 2025 has been filed to permit the petitioners to file singe writ petition. This petition is ordered, on payment of separate court fee.

4. It is the case of the petitioners thay they are blessed with a male child namely K.Yuvaraja. The minor child was born in home on 04.09.2022 and thus, there is no official record of his birth or discharge summary by a hospital. They have 2 / 6

applied for birth certificate as per the guidelines issued under G.O.Ms.No.324, Revenue and Disaster Management [RA-3(2)] Department dated 28.06.2023. Hence, it is their contention despite the affidavit of the neighbour and the satement from the head of the house, their representations have not been considered. Hence, seeks for a direction.

5. The learned Special Government Pleader submitted that the petitioners' representations dated 06.10.2025 and 11.11.2025 will be considered and orders will be passed.

6. Heard both sides and perused the materials placed on record.

At the outset, it is relevant to note that the guidelines issued under G.O.Ms.No.324, Revenue and Disaster Management [RA-3(2)] Department dated 28.06.2023 would make it clear that in case of the occurrence of birth is at home, a written statement from the head of the house or the nearest relative of the head present in the house and in the absence of any such person, the oldest adult male 3 / 6

person present therein during the said period shall be produced. Accordingly, the petitioners have already filed affidavit of the neighbour and also the head of the family. Such view of the matter, let the first respondent consider the representations of the petitioners dated 06.10.2025 and 11.11.2025 and pass appropriate order strictly in accordance with the guidelines issued under G.O.Ms.No.324, Revenue and Disaster Management [RA-3(2)] Department dated 28.06.2023 within a period of one month from the date of receipt of a copy of this Order.
