ORDER

This writ petition has been filed challenging the impugned order dated 13.09.2025 passed by the third respondent rejecting the petitioner's request for issuance of patta.

2. The petitioner has challenged the impugned order on the ground that the impugned order is a non-speaking order.

3. As seen from the impugned order dated 13.09.2025, no reasons have been given by the third respondent for rejecting the petitioner's application seeking for issuance of patta. Being a non-speaking order, necessarily, the impugned order will have to be set aside by this Court and the matter will have to be remanded back to the third respondent for fresh consideration on merits and in accordance with law, within a time frame to be fixed by this Court. Accordingly, this writ petition is disposed of in the following manner:- (a) The impugned order dated 13.09.2025 passed by the third respondent is quashed by this Court.

(b) This matter is remanded back to the third respondent. Before passing the final orders, the third respondent is directed to hear objections from the neighbouring land owners and any other party whom the said authority deems fit to enquire.

(c) After hearing the objections and after giving due consideration to the same, the third respondent shall pass orders on the petitioner's patta online application dated 19.08.2025 seeking for issuance of patta, on merits and in accordance with law, within a period of 12 weeks from the date of receipt of a copy of this order.
