O R D E R

This Writ Petition has been filed challenging the Memorandum No.14583/A5/A52/2022-13, dated 27.10.2025 issued by the first respondent.

2. The petitioner, pursuant to the disciplinary proceedings, was suffered with an order of punishment of withholding of increment and even after the punishment period was over, the petitioner was not considered in the promotion panel, for which, the petitioner had initiated separate writ proceedings. In the meantime, the petitioner was retired from service. Pursuant to the disposal of the writ petition with relating to the disciplinary proceedings, the petitioner had also initiated contempt proceedings. While so, the petitioner had submitted a representation dated 17.09.2025 denying the allegations made against him and requesting the preliminary enquiry report of the internal complaints committee with respect to the charges mentioned in the disciplinary proceedings initiated against him in the year 2005. However, the respondents have refused to provide the same by the impugned order dated 27.10.2025. Hence, this Writ Petition has been filed challenging the refusal order by the respondents.

Though very many grounds have been raised in the affidavit filed in support of this petition, when the matter is taken up for hearing today, the learned counsel appearing for the petitioner submits that it would suffice if this Court directs the first respondent to consider the representation of the petitioner dated 17.09.2025 within a stipulated time fixed by this Court.

4. Heard the learned counsel appearing for the petitioner and the learned counsel appearing for the respondents.

5. In view of the limited request made by the learned counsel appearing for the petitioner, this Court, without interfering with the impugned order passed by the first respondent, directs the first respondent to consider the representation of the petitioner dated 17.09.2025 within a period of 12 weeks from the date of receipt of a copy of this order.

6. Accordingly, this Writ Petition is disposed of. There shall be no order as to costs.
