ORDER
The writ petition has been filed seeking a direction to the second respondent to forthwith issue the Site Visit Certificate to the petitioner, based on the petitioner's representation dated 25.11.2025 or in the alternative direct the respondents to permit the petitioner to participate in, upload documents for, and have his bid considered in the tender process relating to e-tender Notice No.47 CE/DO/2025-26 dated 11.11.2025, without insisting on the Site Visit certificate.
2. It is the case of the petitioner that the petitioner is a registered civil engineering contractor. The first respondent issued e-tender notice No.47 CE/DO/2025-26 dated 11.11.2025 inviting bids for the construction of girls hostel with 150 students capacity in Government College of Engineering at Erode. The tender required bidders to personally inspect the work site and obtain the Site Visit Certificate from the concerned Executive Engineer, which were mandatory pre qualification documents.

It is the further case of the petitioner that the petitioner herein personally visited the work site at Erode on 25.11.2025, took Geo-Tagged Photographs with Google location details, and thereafter, submitted written requests to the second respondent seeking for issuance of the Site Visit Certificate, however, the same has not been considered. Hence, the petitioner has filed the above said writ petitions.

The learned counsel for the petitioner submitted that the second respondent being a public authority, who is duty-bound to process the request made by the petitioner within the prescribed time-lines. The last date for submitting the tender bid is 02.12.2025. Therefore, this Court may direct the second respondent to issue Site Visit Certificate to the petitioner by today itself.
5. The learned Special Government Pleader submitted that the certificate will be issued to the petitioner on 28.11.2025 before 05.00 p.m.
6. Heard the leaned counsel for the petitioner and the learned Special Government Pleader for the respondents and perused the materials available on record.
7. Considering the fact and circumstances of the case and in view of the limited request sought for by the petitioner, this Court directs the second respondent to issue Site Visit Certificate to the petitioner by 28.11.2025 before 5.00 P.M. The petitioner shall collect the same during office hours.
