ORDER
This writ petition has been filed, challenging the impugned proceedings of the fourth respondent dated 02.08.2024, through which the fourth respondent has cancelled the pattas issued in favour of the petitioners.
2. The petitioners have challenged the impugned proceedings on the ground of violation of principles of natural justice and on the ground that it is a non-speaking order.
3. As seen from the impugned proceedings, the petitioners did not participate in the impugned proceedings. They were also not intimated about the impugned proceedings. However, without issuing notice to the petitioners and
without hearing them, the fourth respondent has cancelled the petitioners' pattas through the impugned proceedings dated 02.08.2024.
4. Since the impugned order is an order passed in violation of the principles of natural justice and is an order, which has not given due consideration to the petitioners' contentions, necessarily, the impugned proceedings of the fourth respondent dated 02.08.2024 has to be quashed, and the matter has to be remanded back to the fourth respondent for fresh consideration on merits and in accordance with law.
5. This Court is not expressing any opinion on the merits of the respective contentions, leaving it open for the respondents to decide the matter afresh once again, after hearing the contentions of the petitioners on merits and in accordance with law.

Accordingly, this writ petition is disposed of by quashing the impugned proceedings dated 02.08.2024 issued by the fourth respondent and remanding the matter back to the fourth respondent for fresh consideration on merits and in accordance with law. The fourth respondent, after issuing notice to the petitioners and other necessary parties, and after hearing the objections of the petitioners and after giving due consideration to the supporting documents produced by the petitioners, shall pass a final order with regard to the cancellation of the petitioners' pattas within a period of twelve weeks from the date of receipt of a copy of this order. No costs. Consequently, W.M.P.No.10441
of 2026 is ordered subject to payment of separate Court fee and W.M.P. Nos.10442 and 10444 of 2026 are closed.
7. It is made clear that till final orders are passed by the fourth respondent, the petitioners shall not alienate or encumber or mutate the revenue records in favour of any third party.
