ORDER

The present Writ Petition has been filed for the issuance of a Writ of Mandamus directing the 2nd respondent to issue Site Visit Certificate to the petitioner for the e-tender Document issued by the 1st respondent dated 11.11.2025.

2. The learned counsel for the petitioner submits that the petitioner is a certified Engineering Contractor. The first respondent issued tender notification dated 11.11.2025 regarding construction of 10 Classroom Building, 1 Boys and 1 Girls Toilet in Government Arts College (A), Salem. In the said Circular, it has been stipulated that a Work Site Inspection Certificate should be obtained from the Executive Engineer concerned, PWD Project Division and the same will be uploaded before 01.12.2025.

The learned counsel for the petitioner further submits that for uploading the Work Site Inspection Certificate, the petitioner made a representation before the 2nd respondent on 11.11.2025 to issue the Site Visit Certificate. However, the 2nd respondent has not issued the same to the petitioner. Hence, the petitioner is constrained to file the present Writ Petition today.

4. The learned Special Government Pleader submitted that the Site Visit Certificate will be issued to the petitioner on or before 29.11.2025 during office hours.

5. Heard the leaned counsel for the petitioner and the learned Special Government Pleader for the respondents and perused the materials available on record.

6. Considering the fact and circumstances of the case and in view of the limited request sought for by the petitioner, this Court directs the 2nd respondent to issue Site Visit Certificate to the petitioner on or before 29.11.2025 before 05.00 p.m. The petitioner shall collect the same during office hours.

7. With the above directions, the writ petition is disposed. No costs. 28-11-2025 Note: Issue order copy today asi
