ORDER

Mr.K.Tippusulthan, learned Government Advocate takes notice on behalf of the respondents.

2. By consent of both parties, this writ petition is taken up for final disposal at the stage of admission itself.

3.This writ petition has been filed, directing the the respondents to include the petitioner's name in the panel for the year 2025- 2026 for the post of Reader pursuant to the circular issued by the 2nd respondent dated 03.10.2025 and appoint the petitioner as Reader in Nursing. 4.The case of the petitioner is that she completed her Diploma in Nursing in the year 1994 from the School of Nursing, Government Stanley Medical College, Chennai. Thereafter, she was employed in a private hospital from 1994 to 28.02.2000. By virtue of the experience gained in the private hospitals, the petitioner was appointed as a Nurse on a temporary basis in the 2nd respondent institution. After serving for a period of two and a half months, the petitioner was appointed as a Staff Nurse in a permanent post on 21.05.2000 at Raja Sir Ramasamy Mudaliar Lying-in Hospital. The State Government issued Ad hoc Rules relating to temporary post of Principal, College of Nursing in

Government Medical Colleges in the Tamilnadu Medical Service. Thereafter, the petitioner was promoted as Nursing Tutor Grade-II in the year 2009. Meanwhile, the petitioner completed her M.Sc. Nursing in the year 2012 after obtaining prior permission from the respondent. The petitioner is eligible for promotion to the post of Lecturer on completion of three years in the post of Nursing Tutor Grade-II. However, the respondents did not grant promotion to the petitioner, inspite of she is eligible from the year 2012. The petitioner made a representation dated 24.03.2025 requesting to grant promotion to the post of Reader as she is eligible on completion of 8 years in teaching. The petitioner has 16 years of teaching experience in those 4 years as administrative experience as Vice Principal and Principal.

The 2nd respondent issued a circular for drawing panel for the post of Lecturer and Reader (Associate Professor) for the year 2025-2026. As the petitioner is eligible for the post of Reader in Nursing (Research), the petitioner made a representation requesting to include her name in the panel and to grant promotion as Reader, but to no avail. Thereafter, the petitioner sent a representation to the 1st respondent on 05.06.2025 seeking inclusion of her name in the Panel for the post of Reader in Nursing and also sent another representation to the 3rd respondent on 29.10.2025. However, the same were not considered till date. Hence, the present writ petition has been filed.

5.The learned counsel for the petitioner would submit that this Court may issue a direction to the second respondent to consider the petitioner's representation dated 29.10.2025 and pass appropriate orders in terms of Nursing Council Regulations, within a reasonable time to be fixed by this Court. 6.Considering the limited request made by the learned counsel for the petitioner, this Court, without going into the merits of the case, directs the second respondent to consider the petitioner's representation dated 29.10.2025 and pass appropriate orders, in terms of Nursing Council Regulations, within a period of two (2) weeks from the date of receipt of a copy of this order. 7.With the above directions, this Writ Petition stands disposed of. No costs.
