[Order of the Court was made by Dr.G.JAYACHANDRAN,J.] The additional affidavit explains the delay, attributing it to internal departmental coordination and communication between the Central and State authorities to decide who should prefer the appeal against the impugned order. Paragraphs 5 and 7 of the additional affidavit provide details, along with dates, regarding the receipt of the order copy and the internal communications between the departments. 2.

Normally, inordinate delay citing administrative exigencies is not entertained by this Court. However, in the present case, the delay occurred due to the peculiar circumstance of deciding whether the State Government or the Central Government should prefer the appeal against the impugned order, which was passed commonly against both. Therefore, the delay of 293 days in preferring the appeal is hereby condoned.
