This Writ Petition has been filed to declare the action of the respondents in changing the rules of recruitment after issuing the recruitment in Circular No.11199/U.O/R.3/2025, dated 26.08.2025 and Circular No.13475/U.O/R.3/2025, dated 10.10.2025 issued by the respondents as illegal and consequently, direct the respondents to publish the results on the basis of the circular dated 26.08.2025 and 10.10.2025 and the Key to Score marks for selection of University Officers issued along with the circulars dated 26.08.2025 and 10.10.2025.
2. It is the case of the petitioner that pursuant to the Notification No.11199/U.O/R.3/2025 dated 26.08.2025, The petitioner had applied for
the post of Dean Faculty of Food Sciences CFDT, Koduveli, on 30.09.2025. The qualification and other requirements were specifically prescribed in the said notification. However, the respondents uploaded a revised key and sent mail to the petitioner on 14.11.2025, in which, certain details were given. Once again, vide notification No.13475/U.O/R.3/2025 dated 10.10.2025, the respondents had once again called for applications from the teaching faculties, in which, there were certain modifications in the qualification from one which was issued earlier. Between first notification and second notification, there were changes in the qualification though decision was not taken with regard to select list of candidates.
It is the specific case of the petitioner that the second notification has altered the qualification which was initially given in the first notification in the midst of the selection process which is erroneous. Inspite of the representations submitted by the petitioner, no reply has been given by the respondents. Therefore, apprehending that the changed qualification would affect the prospects of the persons who had applied on the basis of the first notification, the present writ petition has been filed by the petitioner seeking declaration to declare the second notification dated 10.10.

The learned counsel appearing for the petitioner submits that though a representation in this regard has already been given by the petitioner which has not evoked any response, the petitioner was driven to file this writ petition before this Court. It is the submission of the learned counsel that in the midst of the selection process, the rules of recruitment cannot be changed and therefore, the subsequent notification dated 10.10.2025 is bad as the qualification and other eligible criteria have been changed in the subsequent notification. Therefore, inaction on the part of the respondents in deciding the representation of the petitioner has resulted in the petitioner filing the present writ petition.
4. Mr.S.Vijayakumar, learned Senior Counsel representing Mr.J.Melwin Jabaz, learned counsel takes notice for the first respondent. Mr.P.Balathandayutham, learned Special Government Pleader takes notice for the second respondent.

In view of the fact that a representation has also been filed by the petitioner pointing out the change in qualification and suitable criteria between the first notification and the second notification which has not been decided by the respondents, this Court, without interfering with the impugned notifications, directs the respondents to consider the representation dated 18.11.2025 and pass appropriate orders within a period of two weeks from the date of receipt of a copy of this order.
6. Accordingly, this Writ Petition is disposed of. There shall be no order as to costs.
