Prayer Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the 1st respondent to consider the representation dated 12.08.2025 to conduct appropriate proceedings which was received by him on 13.08.2025 and to take appropriate action for restoring survey No.321/1 to patta No.769 in favour of the petitioner's family by conducting a proper and independent enquiry in accordance with the Tamilnadu Patta Passbook Act 1983 and the Rules framed thereunder within a time frame fixed by this Court. 1/5

2. This Writ Petition has been filed seeking for a direction to the first respondent to conduct appropriate proceedings and to take appropriate action for restoration of survey No.321/1 to patta No.769 standing in the name of the petitioner's family within a time frame to be fixed by this Court.
3. The petitioner has given a representation on 12.08.2025 to the first respondent for the aforementioned purpose. According to the petitioner, Survey Number 321/1 has been left out in the petitioner's patta No.769 pursuant to the RDO's order. The petitioner seeks inclusion of the survey number 321/1 in the future patta. Since the said representation has not been considered till date, the petitioner has filed this Writ Petition. 2/5
4. Mr.D.Ravichander, learned Special Government Pleader accepts notice for the respondents. Since the District Revenue Officer, Thiruvallur is the competent Authority, who can decide the petitioner's representation dated 12.08.2025, but, he has not been arrayed as party respondent in this Writ Petition, this Court suo moto impleads D.R.O.Thiruvallur as a party, i.e third respondent in this Writ Petition.
5. No prejudice would be caused to the respondents, if the petitioner's representation dated 12.08.2025 is considered on merits and in accordance with law by the third respondent after conducting an enquiry within a time frame to be fixed by this Court. This Court is not expressing any opinion on the merits of the representation made by the petitioner.
6. For the foregoing reasons, this Court directs the newly impleaded third respondent, viz., D.R.O. Thiruvallur to pass final orders on merits and in accordance with law on the petitioner's representation dated 12.08.2025 seeking for restoration of survey number 321/1 to patta No.769, which is 3/5
now standing in the name of the petitioner's family after conducting an enquiry within a period of twelve weeks from the date of receipt of a copy of this order.
7. With the aforesaid direction, this Writ Petition is disposed of. No costs.
