O R D E R

This Writ Petition has been filed to direct the respondents to take appropriate action on the representations dated 09.06.2015 and 12.08.2025 sent by the petitioner in the light of the letter dated 10.09.2025 sent by the first respondent to the second respondent and grant promotion to the petitioner as Personal Assistant/Private Secretary by application of the Saving Clause 30 of the Approved Service Regulations, 2022 and pass appropriate orders within a time frame.

The case of the petitioner is that the petitioner was appointed as Steno Typist in Chennai Metropolitan Development Authority in the year 1991 and in the year 1992, the post of Steno Typist was trifurcated into three cadres, namely, Steno Typist Grade-III, Steno Typist Grade-II and Steno Typist Grade-I. He was given promotion as Steno Typist II in the year 2017 and Steno Typist I in the year 2023. The next higher post is that of Private Secretary which has been renamed as Personal Assistant as per the

Approved Service Regulations which was formulated in the year 2022. Though there are three posts vacant in the aforesaid post, the respondents are not filling up the post and therefore, the petitioner has made representations on 02.06.2025 and 12.08.2025, based on which, the first respondent, vide letter dated 10.09.2025 to the second respondent suggested that the employees appointed prior to coming into force of the New Regulations, 2022, will be governed by the Saving Clause (Clause 30) of the Approved Service Regulations, 2022, however, no action has been taken. Hence, the petitioner is before this Court.

3. The learned counsel appearing for the petitioner would submit that it would suffice, if the respondents are directed to consider the representation of the petitioner, dated 12.08.2025 and dispose of the same, on merits and in accordance with law, within a specified period.

4. The learned Government Advocate appearing for the first respondent has no serious objection for such an order being passed by this Court.

5. Considering the limited request made by the learned counsel for the petitioner, this Court, without going into the merits of the matter, directs the first respondent to consider the representation of the petitioner, dated 12.08.2025 and pass appropriate orders, on merits and in accordance with law, within a period of six weeks from the date of receipt of a copy of this order, on the basis of the regulations in G.O.Ms.No.262, Housing and Urban Development Department, dated 16.12.2022.

6. With the above direction, this Writ Petition is disposed of. There shall be no order as to costs.
