ORDER
The petitioner assails communication dated 28.06.2024 from the Commissioner of Land Reforms to the Revenue Divisional Officer, Dharapuram.

2. The petitioner asserts that he is the owner of land in Survey Nos.817/1A2A2 and 817/1A1B2 of the extent of 2.97 acres in Chinnaputhur Village.
3. By virtue of the impugned communication, the petitioner states that he would not be in a position to register instruments of conveyance pertaining to the above mentioned property. Hence this writ petition.
4. Learned counsel for the petitioner referred to the representation issued by the private respondents to the District Revenue Officer, Tiruppur in relation to the cancellation of patta. He points out that the impugned communication was issued as a consequence thereof.
5. Learned Government Advocate accepts notice for respondents 1 to 7. Learned Government Advocate points out that the challenge is to an internal communication from the Commissioner of Land Reforms to the Revenue Divisional Officer. He also submits that the petitioner has not presented any instrument for registration at this juncture and is, therefore, not prejudiced by such communication.
6. As pointed out by learned Government Advocate, the impugned communication has been issued by the Commissioner of Land Reforms to the __________Page 3 of 6
Revenue Divisional Officer, Dharapuram. Such communication is dated 28.06.2024. From the material on record, it is unclear as to whether the Revenue Divisional Officer, in turn, issued a communication to the Sub Registrar, Dharapuram not to register conveyances in relation to the properties mentioned in the annexure thereto. The admitted position is that the petitioner has not presented any instrument for registration and been prejudiced by the refusal to receive and register the same.
7. Unless the request for registration falls within the scope of Sections 22A or 22B of the Registration Act, 1908 the registering officer cannot refuse registration. Put differently, such registration cannot be declined merely on the basis of a letter.
