Respondent(s) PRAYER This writ petition filed under article 226 of the constitution of India to issue a writ of mandamus directing the 2nd respondent to release the withheld amount of Rs.5,02,630/- to the petitioner in the light of the work completion certificate issued by the Block Development Officer, Thalaivasal and Gengavalli by a proceedings dated 19.9.2025 and 18.9.2025 respectively by considering the representation made by the petitioner on 17.11.2025 For Petitioner(s):

ORDER

This writ petition has been filed seeking a direction to the respondents to consider the petitioner's representation.

2. The petitioner, a Class-I contractor in the Highways Department, was awarded three works for strengthening roads by the first respondent, pursuant to the order dated 20.06.202 and the said works have been duly completed. The measurement books and final bills, amounting to Rs.2,01,05,205/- were forwarded by the respective Block Development Officers, Gengavalli and Tahalaivasal, to the first respondent by proceedings dated 18.09.2025 and 19.09.2025.

3. However, 2.5 % of the total bill amount has been withheld by the respondents without any authority. Hence, the petitioner made a representation to the respondents seeking release of the withheld amount of Rs.5,02,630/., which has not been considered till date. Hence, the present writ petition.

4. Heard both sides and perused the materials available on records carefully.

5. Considering the facts and circumstances of the case, and taking note of the limited relief sought, this Court directs Respondents to consider the petitioner's representation dated 17.11.2025 and pass appropriate orders on merits and in accordance with law, within a period of two weeks from the date of receipt of a copy of this order.

6. With the above direction, this writ petition is disposed. of. There shall be no order as to costs.
