Prayer Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus against the first respondent to pass final orders in pursuant to the letter No.Oo.Mu.(M4)2814678/2025 dated 04.02.2025 within a time to be fixed by this Court. For Petitioner : Mr.P.G.Thiyagu For Respondents : Mr.C.Jayaprakash Government Advocate Order This Writ Petition has been filed seeking for a limited relief. 1/4

2. The petitioner seeks for an early disposal of his Appeal dated 18.12.2024. Aggrieved by the order dated 21.12.2022 passed by the second respondent, the petitioner has preferred an Appeal. The said Appeal has to be entertained by the newly impleaded third respondent, viz., R.D.O., Thiruvannamalai.

4. No prejudice would be caused to the respondents, if a direction is issued to the third respondent to entertain the Appeal filed by the petitioner and dispose of the same on merits and in accordance with law within a time frame to be fixed by this Court by adhering to the principles of natural justice. This Court is not expressing any opinion either on the merits of the Appeal filed by the petitioner or on the contentions raised in this Writ Petition.

5. For the foregoing reasons, this Writ Petition is disposed of by directing the third respondent, R.D.O. Tiruvannamalai, to entertain the Appeal dated 18.12.2024 filed by the petitioner aggrieved by the order dated 21.12.2022 passed by the second respondent and dispose of the same on 2/4

merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order by adhering to the principles of natural justice. No costs.

18.12.2025 sd Index : yes/no Note : Since the competent Authority to entertain the Appeal filed by the petitioner is the R.D.O, Thiruvannamalai, this Court suo motto impleads the R.D.O.

Thiruvannamalai District as the party respondent No.3 in this Writ Petition.
