[Order of the Court was made by S.M.SUBRAMANIAM, J.] The judgment dated 07.08.2003 passed in writ appeal No.3342 of 2002, which is to be reviewed in the present review application.

2. Near about 21 years lapsed. The grounds raised in the review application relating to merits cannot be entertainable. Re-adjudication of

merits in a review proceeding are impermissible. This Court has considered the issues on merits. Therefore, we do not find any error apparent on record warranting interference.
