PRAYER Writ Petition has been filed under Article 226 of the Constitution of India to issue writ of Mandamus, directing the 3rd respondent and 4th respondent to conduct site inspection in the petitioner's presence with their concerned Zonal Executive Engineer, Greater Chennai Corporation or their authorised representative and issue the site visit certificate to the petitioner considering the representations dated 03.12.2025 as per Tender notification dated 27.11.2025 so as to enable the petitioner to upload the site visit certificate in the online portal on or before 16.12.2025 @ 3.00 PM and allow the petitioner to participate in the Tender Process.

ORDER
The petitioner is a registered Class-I Contractor. The respondent had called for tenders for construction of storm water drains. The petitioner sought the respondents to issue them with the site visit certificates. This was by way of letter dated 03.12.2025. He requested the respondents to conduct the site inspection. It was duly received and acknowledged on same day. As the request did not elicit any response, the petitioner is before this Court. The tender was called on 27.11.2025 and the last date for submission is 16.12.2025 at 03:30 p.m.
2. Mr.D.B.R.Prabhu, learned Standing Counsel appearing for the respondents reports that site visit certificates will be issued by Monday (15.12.2025).
