ORDER
This Writ Petition has been filed challenging the impugned order dated 25.11.2025 passed by the 2nd respondent rejecting the petitioner's application seeking for issuance of patta for the property morefully described in the prayer to this writ petition.
2. Mr.C.Jayaprakash, learned Government Advocate, accepts notice on behalf of the respondents.
3. The petitioner has challenged the impugned order on the ground that it is a non-speaking order as no reasons have been given for rejecting the petitioner's application seeking issuance of patta.
4. As seen from the impugned order, excepting for stating that "conditional patta" (epge;jidf;Fl;gl;l gl;lh), no reasons have been given by the 2nd respondent for rejecting the petitioner's application seeking for issuance of patta. Being a non-speaking order, necessarily, the impugned order dated 25.11.2025 has to be quashed and the matter has to be remanded back to the very same respondent for fresh consideration, within a time frame to be fixed by this Court.

Accordingly, the impugned order, dated 25.11.2025 passed by the 2nd respondent is hereby quashed and the matter is remanded back to the 2nd respondent for fresh consideration, on merits and in accordance with law. The 2nd respondent shall pass final orders on the petitioner's application seeking for issuance of patta for the property morefully described in the prayer to this writ petition, after giving due consideration to the documents produced by the petitioner, within a period of twelve (12) weeks from the date of receipt of a copy of this order. It is made clear that the order, which is going to be passed by the 2nd respondent should be a speaking order.
6. With the aforesaid directions, this Writ Petition is disposed of. No costs.
