O R D E R

This Writ Petition (Criminal) has been filed seeking a direction to respondents 1 to 3 to issue a No Objection Certificate and to consequently direct the fourth respondent to issue a Trade License to the petitioner to run a SPA i.e., Cross relaxation massage in the name and style of M/s.Asian Therapy & Spa at No.3, Railway Colony, 1st Street, Nelson Manickam Road, Aminjikarai, Chennai - 600 029 by considering the petitioner's application dated 06.11.2025.

Learned counsel appearing for the petitioner submitted that the petitioner is running a Spa offering cross massage services, under the name and style of "M/s.Asian Therapy & Spa" at No.3, Railway Colony, 1st Street, Nelson Manickam Road, Aminjikarai, Chennai - 600 029, without giving room for any sort of complaint whatsoever. The petitioner is running 2/4

the said spa on the basis of valid rental agreement. Due to non-issuance of trade license and no objection certificate, the petitioner could not run his business. Hence, he made an application dated 06.11.2025 to the authorities concerned seeking issuance of No Objection Certificate and trade licence certificate to run his business without any hindrance. Since the same has not been considered, the present petition has been filed.

3. Heard the learned counsel appearing on either side and perused the materials available on record.

4. Taking into consideration the facts and circumstances of the case and without going into the merits of the case, there shall be a direction to the respondents to deal with the representation made by the petitioner dated 06.11.2025 on its own merits and in accordance with law and in line with the relevant Government Order / circulars and pass orders on the same within a period of two (2) weeks from the date of receipt of a copy of this order.

5. This Writ Petition (Criminal) is disposed of with the above direction. No costs.
