Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, to direct the first respondent to issue formats to the petitioner in order to get site visit certificates from the respondents 2 to 5 in respect of work in S.No.11, 12, 13 and 16 (Zone - 4, 8, 11 & 15) of Tender Notification in Tender Notice No.S.W.D.C.No.B2/3117/2025 dated 29.10.2025 on the file of the first respondent as per the application of the petitioner dated 10.12.2025 and direct the respondents 2 to 5 to issue site visit certificates to the petitioner in order to submit his bids on or before 16.12.2025 up to 15.00 Hrs.

The petitioner is a registered class I contractor. It intends to participate in the tender called by the respondents for construction of storm water drains etc, in several parts of City of Chennai. The tender was called on 29.10.2025 and the last date for submission is 19.12.2025 at 03:50 p.m.
2. The petitioner had requested the respondents to make arrangement for issuance of a site visit certificate, which is an essential requirement, to participate in the tender. With the closing day for submission of tender arriving and with the 2/5
respondents not making any arrangement for site visit by the technical staff of the petitioner, he is before this Court.
3. Earlier this morning, Mr,Doraisamy, learned counsel for the petitioner has mentioned to take up this matter as an urgent motion, as the last date is 16.12.2025, I informed Mr.Duraisamy that I will take it up post lunch and called upon him to serve the papers on Mr.D.B.R.Prabhu, the learned Standing Counsel for the Chennai Corporation.
4. When the matter was taken up post lunch, Mr.D.B.R.Prabhu reports that the site visit certificates will be issued on Tuesday (16.12.2025).
5. His statement is recorded. The Writ Petition stands disposed of. In case certificate is not issued on 16.12.2025, Mr.Duraisamy is free to make mention regarding the matter. No costs.
