ORDER
The writ petition is filed challenging the proceedings initiated by the Officiating Chief Educational Officer, Thanjavur vide e/f/vz;/752-m1-2025 dated 22.09.2025 and quash the same and further to direct the 2nd respondent to conduct an independent inquiry and dispose of the petitioner's compliant / representation dated 16.03.2024.

Heard Mr.V.Gowthamkumar, learned Counsel for the petitioner and Ms.P.Rajarajeswari, learned Government Advocate for the respondents 1 and 2.
After hearing the learned Counsel for the petitioner and perusing 39 page affidavit filed in support of the writ petition, it can be seen that the grievance of the petitioner is that the petitioner is a Central Government Employee and he wants to claim the allowance from his employer and for that purpose, he needs a bona fide certificate.
In reply thereof, the learned Government Advocate would submit that there is a marital conflict between the petitioner and the 9th respondent and since the issue of certificate was objected by the 9th respondent, the same was not issued. Earlier, when the petitioner made a detailed representation, an enquiry was also conducted.
In reply thereof, the learned Counsel for the petitioner submits about bonafide certificate and also yet another fraudulent certificate issued in favour of the 9th respondent/wife.

After exhausting the regular battlefields, now the warring husband and wife are dragging all the Educational Authorities, Corporation Authorities and Revenue Authorities and also occupying the wirt jurisdiction under Article 226 of the Constitution of India. The docket multiplication has gone now beyond 15 cases. In this regard, the petitioner has already filed a custody application. If any Certificate or any other prayer is to be made, liberty is granted to the petitioner to move the very same Court before which the guardianship and the matrimonial issues are pending and it will be open for the said Court to pass appropriate orders after hearing both the petitioner/husband and 9th respondent/wife.

Already, enormous time of the Educational Authorities are wasted. The 3rd respondent had conducted an enquiry and passed a detailed 5 page order dated 22.09.2025, which time the authority was to spend on betterment of the education of school children. 8.
With the above said liberty, the Writ Petition stands dismissed with cost of Rs.2,000/-. Consequently, connected miscellaneous petition is closed.
