2. The petitioner seeks for an early disposal of his Appeal dated 30.10.2025 pending on the file of the second respondent.
3. Aggrieved by the order of the third respondent, the petitioner has preferred the aforesaid Appeal dated 30.10.2025 before the second respondent.
4. Mr.C.Jayaprakash, learned Government Advocate accepts notice for respondents 1 to 3. Since no adverse orders are being passed against the private respondents, viz., respondents 6 to 11, notice to them in this Writ Petition is dispensed with by this Court.

5. No prejudice would be caused to the respondents, if a direction is issued to the second respondent to dispose of the Appeal dated 30.10.2025 filed by the petitioner on merits and in accordance with law after hearing the objections of the respondents 6 to 11 and any other third party, whom, the second respondent deems it fit to enquire within a time frame to be fixed by this Court by adhering to the principles of natural justice. This Court is not expressing any opinion on the merits of the Appeal filed by the petitioner dated 30.10.2025.

For the foregoing reasons, this Writ Petition is disposed of by directing the second respondent to dispose of the Appeal filed by the petitioner dated 30.10.2025 on merits and in accordance with law after hearing the objections of the respondents 6 to 11 and any other third party, whom, the second respondent deems fit to enquire by adhering to the principles of natural justice within a period of twelve weeks from the date of receipt of a copy of this order. No costs.
