O R D E R
This writ petition is filed for the following relief: "To call for the records pertaining to the proceedings of the 1st respondent in Procs.No.C2/2688/2025 dated 25.10.2025 and quash the same as illegal, incompetent and ultravires and consequently direct the respondents 2 to 4 to provide Domestic Electricity connection to the petitioner's house situate at Plot No. 13/1, Anna Street, Srinivasa Nagar, Ambattur, Chennai - 600 053 comprised in S.No.773/2AlA, Korattur Village, Kallikuppam, Chennai".

It is the case of the petitioner that he had purchased plot No.13/1 measuring 1201.5 Sq.ft. comprised in S.No.773/2A1A, Korattur Village, Kallikuppam, Chennai, under a registered sale deed dated 09.02.2011. After his purchase, he had constructed a house and was living in the said premises with his family. 3/8
3. The petitioner would submit that in the month of December 2020, he had applied for electricity connection which was rejected by respondents 2 to 4 without assigning any reason. The petitioner would submit that the petitioner's brother, whose house situate adjacent to his house, in the very same survey number has been provided with electricity connection. That apart, one Ramasamy who is running business without authorisation in the said survey number has also been provided with electricity connection. The petitioner submits that he has been singled out for rejection.
4. It is the petitioner's case that he had earlier filed WP.No.17450 of 2025, seeking direction to the respondents to provide him with service connection. The said writ petition was disposed of on 16.05.2025, directing 1st respondent herein to consider and pass orders on the petitioner's application. Since no orders were passed, the petitioner filed contempt petition in Cont.P.No.3367 of 2025, which gives raise to the impugned order.

5. The respondents have rejected the request only on the ground that the subject property, which is situate in S.No.773/2 is described as a Government Poramboke.
6. Challenging the same, the petitioner is before this Court.
7. Heard the learned counsels on either side and perused the records.
8. It is an admitted fact that with reference to the petitioner's brother as well as one Ramasamy, they have been provided with electricity connection in respect of buildings put up by them in the very same survey number, now been described as a Government Poramboke. Having provided service connection in respect of two other properties, it does not lie in the mouth of the respondent to reject the request of the petitioner in respect of his house.

9. In view of the above, the impugned order is quashed and the respondents are directed to provide electricity service connection to the petitioner's house situate at Plot No. 13/1, Anna Street, Srinivasa Nagar, Ambattur, Chennai, as already provided to the petitioner's brother and Ramasamy.
