Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the 3rd respondent to consider the petitioners' letter dated 07.11.2025 and refund the entire security deposit amounts totalling a sum of Rs.15,91,458/- (Rupees Fifteen Lakhs Ninety-One Thousand and Four Hundred and Fifty Eight Rupees Only) along with 6.75% interest per annum, in respect of the Service Connection Nos. 09-57601346, 09-57601347, 09-57601348, 09- 57601360 and 09-576013107.

This writ petition is filed for the following relief: "To direct the 3rd respondent to consider the petitioners' letter dated 07.11.2025 and refund the entire security deposit amounts totalling a sum of Rs.15,91,458/- (Rupees Fifteen Lakhs Ninety-One Thousand and Four Hundred and Fifty Eight Rupees Only) along with 6.75% interest per annum, in respect of the Service Connection Nos. 09-57601346, 09-57601347, 09-57601348, 0957601360 and 09-576013107." 3/9

The case of the petitioners is that they had obtained five High Tension (HT) Service Connections from the respondents, in the name of petitioners and in the name of Chandra Fine Warer, vide Service Connection Nos. 09-57601346, 09-57601347, 09-57601348, 0957601360 and 09-576013107, for the purpose of running business operations of M/s. Finewear Leathers Pvt. Ltd., and the petitioners had paid the requisite security deposits for the same, which amounts to a sum of Rs. 15,91,458/-.

3. It is the further case of the petitioner that on 01.02.2018, M/s.Finewear Leathers Pvt. Ltd. had ceased its operations completely. Subsequently, the petitioners had issued two letters dated 08.04.2019 and 19.08.2019 to the 6th respondent requesting for the termination of service connection nos. 09-57601347, 09-57601348, 09-57601360 and 09-576013107. On 29.08.2019, the said service connections were disconnected. Further, on the demise of Mrs. S.Chandra, on 28.07.2020, EB Connection for service connection no.09-57601346 was disconnected on 02.08.2021.

The petitioners had requested respondents 5 and 6 for refund of security deposits paid to them, together with applicable interest, vide letters dated 24.09.2021 and 30.05.2023, in respect of each service connections. The petitioners would submit that in the TANGEDCO Website, the security deposit available for refund for all the service connections was reflected as Rs.11,36,306/-, due to inappropriate deductions made by the respondents.

5. The petitioners had once again requested the 5th respondent to refund the security deposit along with applicable interest vide letter dated 07.11.2025. However, respondents have not taken any steps to process and disburse the security deposit along with the interest. Therefore, this writ petition is filed.

6. Considering the fact that service connections were disconnected as early as on 29.08.2019 and the representation of the petitioners dated 07.11.2025 has not been considered till date, this writ petition is disposed of with a direction to the 3rd respondent to consider 5/9

the petitioners' representation dated 07.11.2025 on its own merits and in accordance with law, within a period of 3 weeks from the date of receipt of a copy of this order. Consequently, the connected miscellaneous petition is also closed. No costs. 05.01.2026 Index : Yes/No Internet : Yes/No kan 6/9
