Prayer Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the second respondent to consider the representation of the petitioner dated 28.11.2024 and pass orders after conducting proper enquiry by providing an opportunity to the petitioner and grant patta in respect of properties situated at Manellore Village, comprised in S.No.17/1, 17/8, 19/2 and 18/13B, Gummidipoondi Taluk, Thiruvallur District, in the name of legal heirs of the deceased R.Michal Raj.

Order With consent, the main Writ Petition is taken up for disposal at the stage of admission itself.
2. This Writ Petition has been filed seeking for cancellation of patta issued in favour of respondents 4 to 7 for the property (morefully described in the prayer to this Writ Petition) within a time frame to be fixed by this Court based on the petitioner's representation dated 28.11.2024.
3. The petitioner claims that respondents 4 to 7 have been illegally issued a patta for the property (morefully described in the prayer to this Writ Petition). Hence, the petitioner seeks for cancellation of the said patta. The petitioner has given a representation to the second respondent dated 28.11.2024 for the said purpose. Since the same has not been considered till date, the petitioner has filed this Writ Petition. 2/5
4. Mr.R.P.Murugan Raja, learned Government Advocate accepts notice for respondents 1 to 3. Since no adverse orders are passed against respondents 4 to7, notice to them is dispensed with.

No prejudice would be caused to the respondents, if the petitioner's representation dated 28.11.2024 seeking for cancellation of patta in favour of respondents 4 to 7 for the property (morefully described in the prayer to this Writ Petition) is considered on merits and in accordance with law, within a time frame to be fixed by this Court after hearing the objections of respondents 4 to 7 as well as any other third party, whom, the second respondent deems it fit to enquire. This Court is not expressing any opinion on the merits of the representation made by the petitioner dated 28.11.2024.

For the foregoing reasons, this Court directs the second respondent to pass final orders on merits and in accordance with law on the petitioner's representation dated 28.11.2024 seeking for cancellation of patta standing in the name of respondents 4 to 7 for the property (morefully described in the prayer to this Writ Petition) after hearing objections of respondents 4 to 7 as 3/5
well as any other third party, whom, the second respondent deems it fit to enquire within a period of twelve weeks from the date of receipt of a copy of this order.
7. With the aforesaid direction, this Writ Petition is disposed of. No costs.
