PRAYER: Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, to direct the first respondent to pass appropriate orders enabling the Petitioner to be considered for his only promotion as Village Administrative Officer by notionally reckoning the period from 01.06.1995 till 07.07.2002 along with his regular employment period from 08.07.2002 onwards for the purpose of seniority and pension alone by invoking Rule 48 of Tamil Nadu State and Subordinate Service Rules and promote him as such within a reasonable time.
