2. The dispute is between the petitioner and the private respondents. By merely adding the official respondents, the petitioner is attempting to gain personal benefit. The petitioner cannot come before this Court under Article 226 of the Constitution of India. The parties are directed to approach the appropriate Court, if they are so advised.

3. Accordingly, the Writ Petition is dismissed as not maintainable. No costs.
