Writ Petition filed under Article 226 of the Constitution of India, for issuance of Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 20.09.2018, and to correct the date of promotion of the petitioner as Special Sub Inspector of Police (SSI) on upgradation from 20.01.2000 instead of 07.01.2010, on overall completion of 25 years of service as per G.O.Ms.No.15 Home (Police -V) Department, dated 07.10.2010 and as per judgment of Madurai High Court Bench; revise the pension and other monetary benefits accordingly and pay the arrears with interest accrued thereon.

It appears that the petitioners are retired Police Personnel worked under the respondents. Though they have retired many years ago, they made representations claiming upgradation of their services and to revise their pension accordingly. Since the said representations have not been attended to, they came to file the Writ Petitions seeking a direction to the respondents to consider their representations in a time bound manner 3.
Admittedly, the petitioners retired from service in the year 2012 itself. Soon after their retirement, they have not made such claim and only in the year 2018, i.e., on 20.09.2018, they made representations in this regard. Thus, the claim made by the petitioners is stale and dead. In such premises, this Court is of the view that the claim of the petitioners are liable to be defeated on the ground of delay and laches. Hence, this Court dismiss both the Writ Petitions at the stage of admission. No costs.
