Heard the learned Counsel for the petitioner.

Learned Additional Government Pleader for the respondents 1, 2 and 4 and the learned Counsel for the 3rd respondent have no objection in allowing the present petition.

Since the proposed respondent is a layout promoter, this Court deems it fit to implead him as a necessary party as 5th respondent.
