ORDER

The petitioner has come up with this writ petition seeking a direction to the first respondent to consider and pass appropriate orders on his representation dated 05.11.2018 in accordance with law within the time stipulated by this Court.

2.The case of the petitioner is that after studying his S.S.L.C and Higher Secondary through Tamil medium, he has completed the course of Diploma in Civil Engineering in Meenakshi Krishnan Polytechnic College, Pammal, Chennai. However, the Tamil Nadu Public Service Commission, who is the fifth respondent herein has issued a Notification No.30/2018 dated 30.10.2018 calling for the post of Draughtsman, Grade III in the Town and Country Planning Department. According to the petitioner, there was a preference for the persons who completed the Polytechnic course through Tamil Medium and hence, he is eligible for the above said post. Therefore, he approached the first respondent for issuance of a certificate stating that he has studied the above said course i.e.

Diploma in Civil Engineering through Tamil Medium, to enable him to apply the above said post. However, the first respondent has directed the petitioner to approach the respondents 2 to 4, who have stated that they will not issue any certificate for studying the above said course through Tamil Medium. Hence, he made a detailed representation dated 05.11.2018. As the same has not been considered by respondents 1 to 4, the petitioner is before this Court.

3.Learned Additional Government Pleader appearing for respondents 1 to 4 would submit that the case of the petitioner will be considered.

4.A perusal of the Diploma Certificate issued by the State Board of Technical Education and Training, Department of Technical Education, the first respondent herein would show that the petitioner has obtained second class in the examinations held in October 2007 in Diploma in Civil Engineering. The Notification No.30/2018 dated 30.10.2018 issued by the Tamil Nadu Public Service Commission would also show that the applicants should possess Post Diploma in Town and Country Planning or Diploma in Civil Engineering or Diploma in Architectural Assistantship. As the petitioner has obtained Diploma in Civil Engineering, there is no impediment for the respondents to consider the case of the petitioner. Therefore, the first respondent is directed to consider the representation dated 05.11.

2018 made by the petitioner and pass appropriate orders, on merits and in accordance with law on or before 23.11.2018. Accordingly, this writ petition is disposed of.
