Though Mr.G.Ravishankar, learned counsel appearing for the respondents 1 to 4 in the appeal has certain objections for impleading, Mr.Kandhan Duraisamy, learned counsel appearing for the appellants in the appeal and Mr.R.Neelakandan, learned Additional Advocate General appearing for the Board have no objection for impleading the petitioners as parties to the writ appeal.

2. Considering the fact that there is a chance of the petitioners contending that since they were not been made a party, the judgment rendered in the writ proceeding are not binding on them, in order to have a complete adjudication, we find that the petitioners could be impleaded as respondents in the writ appeal and whatever decision of the Court on the merits of the matter would be made binding on them also.

3. Hence, this petition is allowed.
