By consent of both parties, the writ petition is taken up for final disposal at the admission stage itself.

The petitioner has come up with this Writ Petition seeking a direction to the second respondent to consider his representation dated 13.08.2018 and issue appropriate directions to the third respondent as mandated in Clause (a) to (d) of the Circular issued by the first respondent in Letter No.41530/U1/2017 dated 31.07.2018 and in the light of the order of the second respondent in Na.Ka.No.3405/A1/2015 dated 17.05.2017 within a time frame that may be fixed by this Court.
3. According to the learned counsel for the petitioner, the petitioner has submitted a representation dated 13.08.2018 to the second respondent to issue appropriate direction to the third respondent to make entries in the index as directed by the first respondent in the circular dated 31.07.2018, but, the same is yet to be disposed of by the second respondent.
4. Heard Mr.M.Thamizharasan, learned Government Advocate on behalf of the respondents 1 to 3.

Considering the facts and circumstances of the case and the submissions made on either side, this Court, without expressing any opinion on the merits of the representation, directs the second respondent to consider the petitioner's representation dated 13.08.2018 and pass appropriate orders, on merits and in accordance with law, after issuing notice to the petitioner and respondents 4 to 6 herein and also affording due opportunity of hearing to the petitioner, respondents 4 to 6 herein as well as any of the interested parties, within a period of four weeks from the date of receipt of a copy of this order.
6. With the above directions, this writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
