ORDER
This Writ Petition has been filed to quash the impugned denial order passed by the third respondent on 20.11.2018 and also to direct the fourth respondent to accept the fasli insurance premium for the current year from the petitioner.
2.The facts of the case are as follows:

The petitioner has continuously paying the insurance and get relief also including Fasli for the last year. All of a sudden, this year, third respondent denied to issue Adangal and Chitta to the petitioner. The third respondent is a proper authority to give the Adangal and Chitta, etc., but he refused the same. Without the certificate of Adangal and Chitta, the petitioner could not pay the insurance premium. Hence, this petition is filed for the above said relief.
3. The learned counsel for the petitioner submits that the Revenue Officials had not issued Adangal and Chitta for the petitioner. Due to which, the petitioner could not pay the fasli premium.
4. The learned Government Advocate for the respondents 1 to 4 submitted that pending litigation between the petitioner and the original land owner, Adangal and Chitta could not be issued by the Revenue Officials.
In the light of the above, this Writ Petition is dismissed. However, the petitioner to prove his possession, this Court grants liberty to the petitioner to approach the competent Civil Court in a manner known to law. 3/5
