This matter is taken up for hearing through Video Conferencing mode.

This writ petition is filed seeking to issue a Writ of Mandamus to direct the respondent herein to dispose the application dated 13.09.2017 filed by the petitioner under Paragraph 3.03 of the foreign Trade Policy for the period between 2015 to 2020 for the issuance of the Merchandise Export from India Scheme (MEIS) scrip for a value of Rs.18,78,772/- and as reiterated by the petitioner in their application dated 11.05.2018 and 20.09.2018.

3. Heard the learned counsel for the petitioner and the learned counsel for the respondent.

It is stated by the learned counsel for the petitioner that online application submitted by the petitioner in Form ANF3A for issuance of Merchandise Export from India Scheme (MEIS) scrip for a value of Rs.18,78,772/- has not been considered so far, despite making two reminders on 11.05.2018 and 20.09.2018.

5. Whether the petitioner is entitled to get such scrip or not is certainly, for the respondent to consider and decide. Therefore, this Court, at this stage, is not expressing any view on the merits of the claim made by the petitioner, as it is stated that the said application followed by the reminders have not been considered and disposed of by the respondent so far. Accordingly, this Writ Petition is disposed of, without expressing any view on the merits of the claim made by the petitioner, only by directing the respondent to consider the application dated 13.09.2017 submitted by the petitioner in Form ANF3A and pass orders on the same on merits and in accordance with law after hearing the petitioner, within a period of four weeks from the date of receipt of a copy of this order, provided such application has not been disposed of already. No costs.
