The petitioner joined as Secondary Grade Teacher on 21.12.2000 and was regularised on 12.12.2002. He was suspended on 28.01.2004 and thereafter the suspension was revoked on 04.08.2005. The grievance of the petitioner is that the annual increments and arrears were not given by the respondents since 2005 as per the revised pay scale. Aggrieved by the same, the petitioner sent a representation to the second respondent on 24.04.2018. The second respondent sent a proposal to the District Elementary Educational Officer on 21.05.2018, recommending the petitioner for annual increments and arrears from 2004 to 2018. However, thereafter, no further orders were passed by the first respondent and hence the petitioner has filed the present writ petition.

3. In view of the limited relief sought for, this Court is of the view that it is not necessary to dwell into the merits of the issue, but it would be suffice to direct the respondents to consider the representation of the petitioner and pass orders on the same within a particular time frame.

4. In the above circumstances, this writ petition is disposed of directing the first respondent to consider the representation of the petitioner dated 24.04.2018 in the light of the recommendation made by the second respondent and pass orders thereon, in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order. No costs.
