ORDER

This writ petition has been filed seeking issuance of a Writ of Mandamus, directing the respondents 2 and 3 to issue patta to the petitioner and in the names of the legal heirs of Sethu Natchiyar in respect of the lands comprised in Survey Nos.127/1, 127/2, 127/3, 127/4, 127/5, 127/6, 127/7, 127/8, 128/1A, 128/1B, 129/1, 129/4A, 129/4B, 131/1, 133/2, 134/1, 134/2A, 134/2B, 135/4A, 135/4B and 136/2, situated at M. Velangulam Village, Kalayarkovil Taluk, Sivagangai District, by considering the petitioner's representation dated 30.07.2025, within a time frame to be fixed by this Court.

2. By consent, the Writ Petition is taken up for final disposal at the admission stage itself.

3. The learned counsel for the petitioner submits that the petitioner and the legal heirs of Sethu Natchiyar are entitled to the lands in question. The petitioner has submitted a representation dated 30.07.2025 requesting issuance of patta in

their names. The said representation is pending consideration, and no orders have been passed till date. The inaction of respondents 2 and 3 is arbitrary, causes hardship, and violates principles of natural justice. Hence, the present Writ Petition.

4. The learned Government Advocate appearing for the respondents submits that the petitioner's representation will be considered on merits and in accordance with law.

5. Recording the above submission, and without expressing any opinion on the merits of the matter, this writ petition is disposed of with a direction to the third respondent to consider the petitioner's representation dated 30.07.2025, on merits and in accordance with law and pass appropriate orders after providing reasonable opportunity of hearing to the petitioner and also to the other persons, who may be affected by such decision, within a period of twelve weeks from the date of receipt of a copy of this order.
