Heard the learned counsel on either side.

2.The prayer sought for in this writ petition cannot be granted. This is because the petitioner wants the second respondent authority to cancel the document that was executed in the year 2002. The petitioner cannot take advantage of the subsequently issued administrative circulars and amended statutory provisions. They will not operate retrospectively. Leaving open the rights of the petitioner to move the jurisdictional civil court, this writ petition is disposed of. No costs.
