Prayer: Writ Petition is filed under Article 226 of the Constitution of India to issue Writ of Mandamus, directing the Respondents to consider the petitioner's representation dated 30.11.2020, seeking for granting appropriate permission and necessary protection for conducting 'Maha Sivarathiri' Festival, which is scheduled to be held on 11.03.2021, 'Panguni Uthiram' Festival on 28.03.2021 and 'Aadi Perukku' Festival on 03.08.2021.

ORDER

This Writ Petition has been filed to direct the respondents to consider the petitioner's representation, dated 30.11.2020, seeking for granting appropriate permission and necessary protection for conducting 'Maha Sivarathiri' Festival, which is scheduled to be held on 11.03.2021, 'Panguni Uthiram' Festival on 28.03.2021 and 'Aadi Perukku' Festival on 03.08.2021.

2. The case of the petitioner is that he is the Head of the Thai Pusa Pournami Festival Committee of "Arulmigu Sri Malaiyandi Swami Thirukovil, Velamalai Adivaram" situated at Pidarapatti Village, Ikkaraikosikurichi Post, Marungapuri Taluk, Trichy District. The Committee is decided to celebrate 'Maha Sivarathiri' 1/3

Festival on 11.03.2021, 'Panguni Uthiram' Festival on 28.03.2021 and 'Aadi Perukku' Festival on 03.08.2021. The petitioner sent a representation, dated 30.11.2020, seeking for granting appropriate permission and necessary protection for conducting above said festivals. But, there was no action. So, the petitioner filed this petition, seeking order of consider the representation dated, 30.11.2020.

3. The learned counsel for the petitioner would submit that 'Maha Sivarathiri' Festival and 'Panguni Uthiram' Festivals were already over. The petitioner's representation dated 30.11.2020, is sought for permission and appropriate police protection from the respondents for not only 'Maha Sivarathiri' Festival and 'Panguni Uthiram' Festival, for also 'Aadi Perukku' Festival, which is to be held on 03.08.2021.

4. When the matter came up for hearing, on 21.04.2021, the scheduled dates of the festivals were already over. So, nothing survives in this petition for adjudication. If any necessity arises with regard to the 'Aadi Perukku' Festival scheduled to be held on 03.08.2021, depending upon the Government orders in view of the pandemic situation, a fresh representation may be given by the petitioner. With this liberty, this Writ Petition is dismissed as infructuous. No costs.
