PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, to call for records pertaining to the impugned order passed by the third respondent in his proceedings dated 24.12.2023 and quash the same as illegal, consequently, directing the respondents to grant permission and necessary protection to conduct the "Adal Padal" Programme on 17.01.2024, 18.01.2024, 19.01.2024, 21.01.2024, 22.01.2024 and 25.01.2024 at 07.00pm to 10.30pm in connection with "Pongal Festival" of Arulmigu Sri Muthalamman Thirukovil at Mamsapuram Village, 1/4

The Petitioner had filed this Writ Petition seeking direction to the Respondents No.1 to 3 to permit him to conduct the "Adal Padal" Programme with regard to "Pongal Festival" of Arulmigu Sri Muthalamman Thirukovil at Mamsapuram Village, Srivilliputhur Taluk, Virudhunagar District on the basis of representation given on 24.12.2023.
2. The learned Additional Public Prosecutor submitted that based on the representation, a Peace Committee meeting was conducted by the Tahsildar, Srivilliputhur Taluk, Virudhunagar District. In the Peace Committee meeting, the rival parties along with the Petitioner herein agreed that all the Temple festival connected programme may be conducted without any law and order problem and there shall not be any 2/4
"Adal Padal "programme. In this connection, the Petitioner along with the rival parties had signed the report of the Peace Committee meeting.
3. Therefore, the learned Additional Public Prosecutor submitted that as per the terms of the Peace Committee meeting, the Temple festival may be conducted without "Adal Padal" Programme.
