ORDER
The Order passed by the respondent in proceedings dated 14.12.2009 in Circular No.PAD/53/2009-10 is sought to be quashed.
2. The impugned Circular is nothing but display of notice. The impugned notice reads as under:
"A notice to be displayed in the branch is annexed to this Circular. The contents of the notice should be brought to the knowledge of staff members and their signatures obtained for having taken cognizance of the contents in the notice.
Branch should also confirm the display of the Notice in the branch premises."
3. The impugned notice states that the contents of the notice is brought to the knowledge of the staff members and their signatures ought to be obtained. The said Circular is challenged by the Pandyan Grama Bank Employees Association. This Court is of the considered opinion that the communication of the Circular would not constitute a grievance unless any of the service conditions are violated. W.P.(MD)No.13553 of 2009 members cannot be a ground to institute a writ petition. If the individual member of the Petitioner Association is aggrieved, the members are at liberty to institute appropriate proceedings in the manner known to law. However, the present writ petition cannot be maintained as such and accordingly, the writ petition stands dismissed. No Costs.
