Respondents PRAYER:- Petition filed under Article 226 of the Constitution of India, for issuance of a Writ of Mandamus, directing the respondents to grant permission to the petitioner to conduct Kabadi Tournament from 14.01.2021 to 16.01.2021 at Sree Jenaka Mariamman Kovil Ground, Inam Reddiyarpatti Village, Manapparai Taluk, Trichy District in connection with Thai Pongal Festival.

ORDER
By consent, this writ petition is taken up for final disposal at the stage of admission itself.
2.The main contention of the petitioner is that they used to conduct Kabadi Tournament for the past 36 years and that no untoward incident took place so far. He therefore, sought for a direction to the respondents to grant permission to him to conduct Kabadi Tournament.
3.Mr.R.Saravana Kumar, learned Government Advocate (Crl. Side), who takes notice for the respondents, would submit that the representation submitted by the petitioner was rejected on 11.01.2021, by the Inspector of Police, Vaiyampatti Police Station, https://hcservices.ecourts.gov.in/hcservices/ 1/2
W.P.(MD)No.294 of 2021 Trichy District, since there are rival groups fighting with each other for conducting Kabadi Tournament and that if Kabadi Tournament is allowed to be conducted, Law and Order problem would arise.
4. As per G.O.(MS)No.654, Revenue and Disaster Management (DM-IV) Department, dated 21.11.2020, the District Collector is the competent authority for giving permission. Admittedly, so far the petitioner has not given any representation to the concerned District Collector for getting permission to conduct Kabadi Tournament. Therefore, the petitioner, if so advised, may submit his representation to the concerned District Collector and on such receipt of the said representation, the concerned District Collector is requested to pass appropriate orders on merits and in accordance with law, as expeditiously as possible.
5.With the above observation, the Writ Petition stands disposed of. No costs.
