[Order of the Court was made by S.M.SUBRAMANIAM, J.] The relief as sought for in the present public interest litigation is not entertainable, since the petitioner seeks a direction for establishment of a Combined Court at Eral Taluk, Thoothukudi District, which involves State exchequer. It is a policy decision to be taken for establishing Combine Court Complexes based on assumptions and various factors. The petitioner has no locus to seek such prayer and consequently, this Writ Petition stands dismissed. However, there shall be no order as to costs.
