Mr.Ajmalkhan, Additional Advocate General, assisted by Mr.S.Ravi, Additional Public Prosecutor Prayer: Writ petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, to direct the respondent to permit the petitioner and his villagers to conduct the Pongal festival, games and events, gift distributed to children's etc., in front of Kaliyamman temple on 15.01.2026 to 17.01.2026 and also Peaceful Mavilakku rally and Komatha Poojas rally in the designated 1/4
roots starts from Kaliyamman Temple to Kathir Narasinga Perumal Temple respectively dated 15.01.2026 and 17.01.2025 representation dated 29.12.2025.
ORDER
This writ petition is filed for issuance of a Writ of Mandamus , directing the respondent to permit the petitioner and the villagers to conduct the 'Pongal festival, games, and events', and to distribute gifts to children, etc., in front of Kaliyamman Temple from 15.01.2026 to 17.01.2026, and also to conduct a peaceful Mavilakku rally and Komatha Pooja rally along the designated routes starting from Kaliyamman Temple to Kathir Narasinga Perumal Temple, respectively, based on the representation dated 29.12.2025 .
2. Heard Mr. P. Manikandan , learned counsel appearing for the petitioner, and Mr. Ajmalkhan , learned Additional Advocate General, assisted by Mr. S. Ravi , learned Additional Public Prosecutor appearing for the respondents, and perused the material documents available on record.
3. Considering the facts of the case, this Court is inclined to pass the following order:
(i) Pongal shall be prepared by 10 persons, and the same shall be carried by 5 persons . The names of those persons shall be intimated in advance to the authorities concerned. 2/4
(ii) Only 5 persons shall be permitted to keep Mavilakku at Kathir Narasinga Perumal Temple , along the route identified by the police.
(iii) On 17.01.2026, again 5 persons shall prepare Pongal and carry the same along the route prescribed by the police officials from Kaliyamman Temple to Narasinga Perumal Temple.
