PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, to call for the records pertaining to the NOTIFICATION FOR CERTIFICATE COURSE IN COMPUTER ON OFFICE AUTOMATION (COA) and GOVERNMENT TECHNICAL EXAMINATIONS (GTE) FEBRUARY - 2026, Published on 28.12.2025, issued by the 3rd respondent, and quash the same as illegal and erroneous, and consequently direct the respondents to issue a fresh notification thereby permitting the enrolment of candidates by following the old registration method which has been in practice till the August 2025 examination, and further direct the respondents to schedule the examinations on convenient dates, enabling the candidates to effectively prepare themselves for the examination.

O R D E R

The present writ petition has been filed by a registered Association of Tamil Nadu Typewriting Shorthand Computer Institutes, having their office at Srivilliputhur, Virudhunagar District, seeking to quash the Notification issued by the third respondent herein on 28.12.2025 calling for application from the eligible candidates for appearing for Certificate Course examination in 2/6

Computer on Office Automation (COA) and Government Technical Examinations (GTE) to be conducted in February 2026.

2. The grievance of the writ petitioner's Association is that they are not being permitted to enroll their respective students for Computer on Office Automation (COA), computer based Typewriting and computer based Shorthand subjects and for these subjects the students are being permitted to directly enroll themselves. This process causes great prejudice to their students.

3. Mr.R.Ramarathnam, Regional Officer -I, Directorate of Technical Education, Sardar Patel Road, Guindy, Chennai, had appeared in person before this Court to assist the Court. He submitted that the facilitation centre located in PAC Ramasamy RAJA's Polytechnic College (AU), K.R.Nagar Post, Rajapalayam, which is very nearer to the petitioner locality would enable the students to enroll themselves. In case, if the students appear on 10.01.2026 before the said facilitation centre, either himself or some responsible officers would be present, to assist them in getting themselves enrolled. The said fact is recorded.

4. The learned counsel appearing for the petitioner further submitted that the Grade-I examination mark statements have not been uploaded in the website of the third respondent. Therefore, the students are finding it difficult to apply for Grade-II examination without receiving the mark statement.

5. According to the Officer who had appeared in person, even though individual marks statements are not available in the website, a consolidated mark statements of all the students is available, which could be used by the students to get themselves enrolled.

6. Since both the grievance of the writ petitioner have been sorted out, this Writ Petition stands disposed of. There shall be no order as to costs. Consequently connected Miscellaneous Petitions are closed. 08.01.2026 NCC : Yes/No Index : Yes / No Internet : Yes / No ebsi 4/6
