Respondents PRAYER :- This Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus calling for the records relating to impugned refusal order Na.Ka.No.07/Inspector/SDN PS/2025 dated nil issued by the 3rd respondent and quash the same as illegal and consequently directing the respondents to grant permission and to provide police protection to conduct the "sports events" from 15.01.2026 to 17.01.2026 in pursuant to the Pongal Festival conducting by Neerathan Village women Committee, by considering the petitioner's representation dated 18.12.2025.

ORDER
This writ petition is filed for Writ of Certiorarified Mandamus challenging the impugned refusal order Na.Ka.No.07/Inspector/SDN PS/2025 dated nil issued by the 3rd respondent and consequently directing the respondents to grant permission and to provide police protection to conduct the "sports events" from 15.01.2026 to 17.01.2026 in pursuant to the Pongal Festival conducting by Neerathan Village women Committee, by considering the petitioner's representation dated 18.12.2025.
2. Heard the learned counsel for the petitioner and the learned Government Advocate (Crl.Side) appearing for the respondents.
3. The learned Government Advocate (Crl.Side) on instructions would submit that there are two rival groups. The petitioner is seeking to conduct the program in the Mandai Thidal and that the another community are seeking the same place. Already there are four Criminal 2/5
cases were registered between the rival groups. Since there is a law and order problem, the respondents had rejected the claim of petitioner.
4. In order to resolve the above issue, this Court directs the respondents to consider the representation and grant separate dates to the rival group, subject to necessary conditions. .
5. Therefore, the impugned order is quashed. The respondents shall grant separate dates for the rival groups along with other conditions. The petitioner is also directed to file an undertaking affidavit before the respondents, stating that she shall take responsibility in the event of any untoward incident.
