ORDER

Heard the learned counsel appearing for the writ petitioner and the learned Special Government Pleader appearing for the first respondent. Notices sent to the respondents 2 and 3 returned unserved with an endorsement 'no such address'.

2.By the impugned communication, the petitioner has been called upon to appear on 15.11.2022. At this stage, the rights of the petitioner have not been infringed at all. The first respondent is directed to issue fresh enquiry notice to the petitioner as well as the respondents 2 and 3. If the respondents 2 and 3 fail to appear on the enquiry date, the first respondent shall close the proceedings. If the respondents 2 and 3 enter appearance and also furnish their addresses along with address proof, then enquiry shall be conducted on merits and in accordance with law on merits and in accordance with law within a period of twelve weeks thereafter. The parties are at liberty to place all their contentions before the first respondent.

3.This writ petition is disposed of accordingly. There shall be no order as to costs.
