O R D E R

This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the first respondent to consider the petitioner's representation dated 08.11.2025 within a time frame to be stipulated by this Court and directing the third respondent to maintain status quo until completion of the enquiry by the first respondent.

2. With the consent of the parties, this Writ Petition is taken up for final disposal at the admission stage itself, dispensing with the notice to the fourth and fifth respondents, as no adverse orders are proposed to be passed against them.

3. The grievance of the petitioner is that the fifth respondent purchased the land adjacent to the petitioner's property from one Masilamani Nadar vide a registered Sale Deed bearing Document No. Page No. 2 of 5

614/1987. However, the fifth respondent illegally obtained a Natham patta with incorrect measurements exceeding the extent mentioned in the said Sale Deed.

4. Therefore, the petitioner submitted a representation-cum-petition dated 08.11.2025 to the first respondent seeking appropriate action. However, no action has been taken thereon. Meanwhile, taking advantage of the excess extent, the fifth respondent alienated the same in favour of the fourth respondent. Hence, the petitioner has been constrained to file the present Writ Petition.

5. The learned Additional Government Pleader appearing for the first and third respondents, on instructions, would submit that the petitioner's representation dated 08.11.2025 would be considered and appropriate orders would be passed by the first respondent within a period of twelve weeks.

6. Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the first respondent to consider the petitioner's representation Page No. 3 of 5

dated 08.11.2025 and pass appropriate orders on its merits and in accordance with law within a period of twelve (12) weeks from the date of receipt of a copy of this order. The first respondent is also directed to provide a reasonable opportunity of hearing to the petitioner, the fourth and fifth respondents and any other interested parties who may be affected by such decision, before passing any order. There shall be no order as to costs.
